"In 1556, the Parlement de Normandi regulated the police of taverns and closed many of them. Tavern-keepers were then only allowed to give drinks in their premises to foreigners passing through the city; otherwise, they were only allowed to sell take-away drinks. The echo of the lamentations voiced at the time can be found here in this little booklet, which has become extremely rare and was reprinted by M. Ch. de Beaurepaire (SBN, n°13, 1867). In an attempt to quell popular irritation, it was decided to allow "Cabarets roulants"; thus, tobacconists were able to 'lug' refreshments and food from door to door, at short distances only; this stopped with the express prohibition of stopping long enough to make the people an occupation of their leisure time." Chanoine-Davranches, Notes sur l'origine et l'histoire des jeux, Rouen, 1917.
